The development of Costa Mesa began in the early 1800s when two brothers, José and Manuel Costa, started a small family farm on a piece of land that is now known as Rancho San Diego. In 1912, Jose's son Francisco married Margaret Hammerquist and they started a grocery store on West Cliff Drive called The Foothills. In 1922, their daughter Nellie purchased the store from her father-in-law John Hammerquist. Over time, the business became known as The Foothills Grocery Company. In 1951, Mrs. Hammerquist passed away and son Jerry took over the store ownership. On October 25th of that year, he sold the business to Harry Jaffe who renamed it The Jaffe Grocery Company Inc.. In 1978, California State Senator Donknaught bought The Foothills Grocery Company from Mr. Jaffe for $1 million dollars which made him owner of both stores with an option to sell them back at any time within six months if they did not meet certain criteria including making profits or losing money. Don Knappenhart held onto both businesses until 1984 when he decided to close one down due to declining sales while keeping the other open for about 12 years before selling it again in 1990 to another state senator named Rick Kriseman who owned it until 2002.
