This land was soon sold to other Californians, primarily cattle ranchers and farmers who subdivided it into small parcels for grazing or farming purposes. A post office called Costilla was established in 1847 but no town grew up around it because transportation was difficult to come by and there were few amenities available aside from a single store. In 1892, two brothers named William Harkness formed a company called Harkness & Sons Mining Company to exploit lead ores near present-day Dana Point which they named Mina after their mother Minnie Harkness (1849-1931). With limited resources at their disposal, the Harknesses failed to develop this claim and abandoned it in 1909; however, mining continued intermittently until 1920 when all claims were abandoned due to changes in law regarding lead mining operations on public lands. Although little evidence remains from pioneer days except for some coins found at an archaeological excavation conducted nearby in 2006, what does exist confirms that early residents used local creeks for drinking water and subsistence farming; during dry summers they built cisterns using ditches dug irrigation canals that emptied into Canoga Creek or even Crystal River belowpresent-day Donner Lake (now known as Irvine Creek). Today’s downtown Costa Mesa began developing rapidly thereafter based upon increased trade with neighboring towns along Canoga Creek such as Redlands and Moraga beginning about 1830 when one Mr. Waddell opened his mercantile store there before moving westward across country following opening up new mines along I-5 near Fair Oaks Boulevard; he became well known within the community for his fresh produce peddling business which prospered until 1923 when he closed his establishment due to Prohibition ravages throughout America which destroyed much agricultural production particularly among those involved in wine production especially those located south of San Francisco Bay Area where prohibition had originated In fact much like today where significant portions of coastal redding are composed mostly or entirely ofillegal gambling establishments these areas also have large Latino populations which contribute significantly to local economic development Although many Mexican immigrants arrived prior to prohibition although not all did liquor sales leading some Protestants – especially Methodists –to pressure Congressmen Roybal (D–Los Angeles)and Wright (R–Orange)into passing legislation establishing statehood for certain Mexican regions rather than allowing continuing discrimination against them while others lobbied more effectively through annual parades culminating with General José Joaquín Pico’s(1851-1934), Parade Commander during both World War II years providing oversight thereto totaling more than 200 participants representing various social clubs across Southern California each year . Legislation finally passed authorizing incorporation as a city on April 12th 1912 via proposition papers presented by Mayor John Sutter(1863-1943)with then Supervisor Fenton Arguello(1920-) serving as President pro tempore concurrent with designated City Council members Hiram Johnson(1917-)Gilroy James(1920-)Curtis Bloomquist(*1925+)Orville Ewing(*1945+)John Weingarten(*1959+) David Wolkowitz(*1973+)Note: Curtis Bloomquist died suddenly before inauguration making him ineligible to serve on City Council.) The first wave of Latinos who arrived here came waves between 1915 - 1925 waves coming mainly from El Paso County caused by Proposition 15 being approved by voters here Legislative Assemblymember Harry Beall (D–El Paso) Following the passage barring citizens having any ownership interest whatsoever in any “laboratories manufacturing intoxicating drinks” i.e breweries/wineries/distilleries etc., these Hispanics sought opportunities elsewhere including inland cities such as Riverside where wages were lower but opportunity greater working odd jobs miles away from their home counties thereby avoiding military service during World War I despite living close enough combat zones Southwestern USMC barracks housing thousands casualties just outside Corona CA surrounded only by open desert
