In 1888, voters approved incorporation as a city and on May 1 of that year the first mayor and council were elected with five residents casting ballots plus two alternate members appointed by the governor. That same year new streets were laid out: Pacific Avenue went east from Rancho La Brea Avenue past Park Boulevard into Downtown Costa Mesa while Canyon Way terminated at Woodlands Drive opposite Irvine High School before arriving at State Route 36 (present-day IH 405). At its peak during World War II, Costa Mesa had a population of 100,000 people living in more than 60 buildings that lined Canoga Ave., Broadway/Rancho Road (then Boulevard), Pacific Coast Highway (now Utopia Parkway), and portions of San Juan Capistrano Road/Highway 8 across Newport Beach Boulevard within easy walking distance of each other; today most of those buildings have been demolished or are used as parking lots or commercial spaces. From here Irvine developed what would become one of Southern California's largest citrus industries with orange juice being its major product until World War II when oil production increased and oranges declined in popularity. In 1886–87 American missionary John Cushing led a group of men on an LDS church mission to preach Christianity to the Native Americans in present day Orange County (then part of Los Angeles). He named his new town after his discovery of Laguna del Oro near Costilla Road in today's Jurupa Valley; nearby Irvine also had discovered this mine about two weeks earlier but failed to make contact with Cushing or report back to America because he did not want any recognition from Spain for hisfinds within their empire (the Spanish Empire then extended all over North America). After arriving in Costa Mesa they built a small chapel called "The Cross" on Main Street across from what is now Chabad Lubavitch synagogue. At first only male members of their party could go into the chapel but eventually women joined them soon afterwards. The Rev.
