Costa Mesa is a city in the county of Orange in the U.S. state of California. As of 2010, the population was 24,545. The city is located on the eastern edge of San Diego County and it is adjacent to Tijuana Municipality on the north, Poway Municipal Airport on the east, Garden Grove on the south and Mission Viejo to its southeast. The City's name comes from two spelling variations of "Costa" which were used by Spanish explorers: Huerta de Costa (from Huerta del Costillo) and Costilla de Costa (from Costilla). The first European settlement in what is now Costa Mesa took place when Captain Juan Rodríguez Cabrillo sailed into San Diego Bay on May 25, 1542 with his party looking for land that he could claim for Spain. He named one of these hills "Los Castillas" after King Ferdinand II of Aragon who had given him permission to explore America. In 1602 Gaspar de Portolà founded mission San Fernando Rey de la Laguna just south of present-day downtown Costa Mesa along what is now Harbor Boulevard and then another mission downriver at present-day Mission Drive. Since 2000, Costa Mesa has been experiencing significant demographic changes due to immigration from Asia which has led to growing tension between Asian-American residents and other groups who feel they are being unlawfully displacing them. As a result of these tensions, City Council members have begun discussing ways to address these issues head on.
The city of Costa Mesa was founded in 1887 by Spanish citizens who were looking for a new place to live after the Mexican-American War. The City's first mayor, Manuel Gomez, lobbied hard to get the town charter approved and was able to secure enough money from the state legislature to start building streets and buildings. In 1888, Costa Mesa became an incorporated city. The original town hall was located on Sutter Street in downtown. In 1912, the city annexed part of neighboring Huntington Beach. In 1925, Costa Mesa again annexed Huntington Beach; this time it included all of Newport Beach east of I-5 as well as smaller parts of Laguna Niguel and Menifee Valley. In 1959, the City hosted Expo '59 which showcased American technology and products from around the world. In 1965, Costa Mesa annexed Long Beach; this annexation created one of California's most diverse cities with more than 100 different cultures represented in its population. In 1989, when Costa Mesa merged with Irvine County to form a single county government, it became one of only a few cities in California that did not have their own police department until 1997 when they were added under certain circumstances (such as when special events or protests occurred).
