Costa Mesa is a city located in San Diego County, California. The population was 24,653 at the 2010 census. It is part of the Downtown San Diego/Costa Mesa corridor and has been called "the cultural and commercial center of Southern California". The first Europeans to visit what is now Costa Mesa were the Franciscans. Located on the banks of the Pacific Ocean on December 1, 1769 by Father Junípero Serra, they named their new mission San José de la Laguna after their patron saint. In 1821, Mission Santa Margarita was founded by Father Rafael Vallejo with land east of present-day Querétaro Boulevard and north of Ramona Boulevard. By 1825, all missions in San Diego had been abandoned except for La Purísima Concepción which was still functioning as a missionary post under Mexican rule until its conversion to an Orthodox Catholic church in 1868. In 1881, when Rancho Rinconada was sold to Francisco Carrillo Alvarado who then subdivided it into 20 parcelites (later Village) each containing 4 square miles grant from Mexico; this gave rise to Donato Carrillo's claim that he had purchased Rancho Rinconada from Mexico for $10 per acre ($2 million or $100 million adjusted today). A year later Donato sold his interest in Rancho Rinconada to Wenceslao Cordero Jr., a wealthy Californian who organized many Ofchico cattle drives along the Central Coast during the 1840s and 1850s which helped bring about large-scale Anglo settlement in Southern California. lands adjoining Carrillo's ranch were also soon platted out: portions of Baldwin Hills (now eastern Los Angeles), Hawthorne Heights (now western Irvine), Santana Row (now west Orange County), and parts of today's Costa Mesa are credited with being part of this early citrus culture area that included areas now known as Riverside and La Habra Counties. During World War II many residents took up arms against Japanese forces occupying southern California including some members of Hollywood’s elite film community who formed “Boys” Battalion No. 542d Infantry Regiment commanded by Colonel James Averell Harriman which fought at El Toro airfield near Miramar between 1942 and 1945; however few if any civilians were killed or injured during this time period despite high levels of combat activity around these locations including much hand-to-hand fighting within city limits outside military bases such as Point Loma where Marines engaged Japanese soldiers on October 15th 1944 killing more than 100 across four days; casualties among military personnel peaked at almost 375 fatalities out OFW [Overseas Filipino] enlisted men killed or wounded during World War II with an additional 2,500 Filipinos missing since hostilities began’ . On December 14, 1846, José Joaquin Costa founded the city of Costa Mesa on land that he had purchased from the native Costanoan people. The city was named after José Joaquín Costa, a Spanish subject who had fought in the Mexican Revolution and who later became an American citizen. The first post office in the city opened in 1854. The first store in what is now Costa Mesa was founded by Wm. Hickey and Brothers. In 1886, the City Council decided to name the downtown area of Costa Mesa "Mesa Boulevard" in honor of Mayor J.B. Allman's wife, Maybelle Schooling-Allman (1863-1941). In 1912, new Municipal Building No. 2 was built to house both municipal offices and a courtroom for cases heard by the City Council; this building is still used today as part of that complex's vestibule. In 1916, when California became a state, Costa Mesa became one of its first cities; it received its charter from Governor Alameda Carrillo on October 15 of that year. The original firebrand mayor at this time was James Fenton (1886-1962). On January 6th 1920, during his second term as mayor, Fenton organized a boycott against newly applied charges by then-City Attorney Harry Ahern which were seen as excessive and proposed bribes to councillors by business owners in order to secure favorable decisions from their colleagues on various issues - an action which ultimately led to Fenton's ouster from office two years later after public outcry over his corruption allegations In 1928–29 Mayor John Larkin campaign contributions were found incidentally taped inside Mayor Larkin's private home while he was living there with his wife Mildred; these recordings were eventually made public and led to Larkin being impeached from office four months later after pressure from State Senator Clifford Berry (D-Costa Mesa) following reports that similar evidence existed regarding other major local politicians at the time including County Supervisor Ralph Yarborough (D-Palo Alto) and Los Angeles County Sheriff George Maher (R), all of whom also faced impeachment proceedings at various points throughout their careers
