Costa Mesa is a city in San Diego County, California, United States. The population was 61,857 at the 2010 census. It is part of the San Diego–Tijuana metropolitan area. The name Costa Mesa comes from Spanish meaning "coastal cape." In 1869, Captain John P. Marshall gave land to 21 individuals and formed the town of Costa Mesa on the site of what is now downtown Costa Mesa. The first post office was established in 1870 with Wm. Hite as its first clerk. In 1893, a railroad line called the Pacific Electric Railway reached Costa Mesa from Escondido and by 1899 it had become an important commercial center for southeastern San Diego County due to its location on a key shipping route connecting Los Angeles and points north. In 1912, Community College opened its doors in Costa Mesa after years of planning by community members who wanted more access to education for their citizens. At that time all public schools were operated under state mandate through school districts which also provided funding for these institutions; however, Community College offered courses leading to certificates and degrees independent of these district mandates thus freeing students up to pursue higher education opportunities outside of their school districts. On December 15th, 1925 when City Councilwoman Gertrude Swanson announced that she would not seek re-election because she did not want any new taxes put through without her approval, many people in the city took this opportunity to desert her campaign promises and support Mayor Edwin Culp instead who won with 54% of the vote against Swanson’s 36%. As mayor Culp began working towards making some changes to City Hall which included enlarging council chambers so they could seat 100 more people per side rather than 30 (an effort which failed), he noticed an unused lot at Sixth Street and Surf Avenue next door which he knew would be perfect for a new police station as well as storage space for his office vehicle; he bought it from developer Harry Shearer for $1 million dollars cash! This made him one of only four mayors in history to own or control their own city hall! He soon started plans to make Costa Mesa one of the most forward-thinking cities in America with several ambitious projects such as building libraries throughouttown including one inside City Hall itself (the first ever library built within municipal boundaries), creating open space around Town Center - home once again to shopping malls complete with restaurants and other uses - modernizing Central Park (notching up milestones such as becoming one of just two cities in America To receive government funding specifically devoted towards Parks & Recreation) while continuing work on developing Riverside Drive into an arterial road linking all partsof town- something still going on today! While being Mayor Culp's tenure saw some growth along southern Boulevard known locally as "The Strip" where high-end stores replaced businesses closed during prior administration decades later (and continues today), much progress was made localizing services away from open areas like Downtown/Central Park frequented by outsiders which often led development projects away from those areas altogether opting instead For example Redondo Beach whose Ports O' Call amusement park became Redondo Pier insteadRedondo village got developed along South Broadway instead near present day RosevilleIn between his terms there were 3 InterimMayorcies followed by 5 full term mayors before current incumbent Jorge Ramos becomes mayor
