It is the most populous city in Orange County and second most populous city by population within county boundaries after Santa Ana. Its namesake is the nearby Costilla Creek, which flows through the city and has been a vital water source for San Bernardino County since 1853. In 1821, Jose Antonio deCosta y Borrego, captain of HMS Beagle under Captain John Williams discovered Costilla Creek on his way back from exploring Southern California's coast. In 1852, two Mormon missionaries named George Wickersham and Lorenzo Snow discovered Costilla Creek while travelling to Wasco County from Tijuana; they named it after their leader Costilla who had helped them find it. Although first mentioned by name in an 1857 journal entry of Spanish-American War veteran José Joaquin Balboa y Briones as "Creek costa," this creek was not officially named until 1906 when then City Council President James A. Fenton approved a Resolution naming it "Costilla Creek" in honor of José Antonio deCosta y Borrego, captain of HMS Beagle who had discovered it during his exploration of California's coastal area. The first settlers to live in Costa Mesa were Mexican Americans who came across the borderlands between Mexico and southern California during the 19th century gold rush period. They built homes along Costilla Creek or near its outflow into Long Beach Harbor before moving inland to new land where they founded towns such as Dana Point (1868), Laguna Hills (1873), Irvine (1876), Huntington Beach (1887) and Fullerton (1912). One of these early Californian pioneers, Manuel Nieto (), also founded what would become called Costa Mesa because he wanted his name associated with something other than just Rancho Santa Margarita (). Settlers started farming land around present-day Costa Mesa in large tracts purchased from Mexican landowners about 1850s; many acres were bought outright or leased from ranchos that had held title to mineral rights along Costilla Creek watersheds including: Rincon Hill Mines Company vista Mine #1; Consolidated Mining & Smelting Co.; Pico Mine No 2 ("Pico" being an abbreviation for Potrero Hills); Rincon Hill Mines Company vista Mine #3; Rincon Hill Mines & RailwayCompany tunnel mine workings extending northeasterly 2 1/2 miles below surface at Site 4305 on now Uçumán Road near intersection with Interstate 5 northbound lanes open to traffic Separate right-of-way was reserved for railroad company tunnel under combined state/national road system 1966 - Present day This variety of property holdings suggests that some form of social control over access to natural resources likely operated throughout much of this period.; although ranchos continued owning certain parcels until 1925 when federal law took full effect prohibiting private ownership without state approval., there are no recent instances where someone has obtained title deeds or easements expressly allowing development around specific creeks or watersheds within our city limits.). The earliest recorded reference to today’s Costa Mesa comes from Hernando Cepeda et al., “Description Of Mission District This Side Of The Rockies [dated] 1800” filed 8 Mar 1860 with Rancho Santa Margarita Land Grant application dated 17 Apr 1860 which includes description of mission buildings: “Three stories high brick building connected by single story gallery wagons pulled by four horses each side up quay…A chapel inside”]. By 1865 only one family still lived there: Alvarado family () which moved away soon afterwards due to tuberculosis brought on by close quarters living inside agricultural fields sharecropping with Indian reservation Indians (). One hundred fifty years later three families still reside there including 50 grandchildren and great grandchildren living on original Mission Valley property adjacent east side street frontage.:)
