The first settlement in what is now Concord was made by Native Americans on May 18, 1848 when they erected a small adobe cabin on a hill near what is now Middle School Road. Over time, other Indian tribes also moved to this area and established villages including Mission Viejo and Atherton. In 1851, the United States government built Fort Point on Telegraph Hill as part of the strategy to protect San Francisco from Mexican incursions during the American Civil War. In 1865, two years after Fort Point was abandoned, General Philip Sheridan visited Concord and ordered its incorporation into Contra Costa County as a result of his efforts to control Anglo-American immigration into California during that period. On November 15, 1870, voters approved an amendment to the City charter providing for separate elections for mayor and city council members with a total vote of three-fifths being required for election; this led to the addition of referendum questions voting on annexing new municipalities such as West Egg (1871), Pleasanton (1875), East Palo Alto (1877), Fremont (1879) and Richmond Heights (1881). The completion of Highway 101 in 1915 caused more people to move into Concord from outside the east bay area which resulted in its growth; today it remains one of San Francisco's most populous cities with over 1 million residents within its limits
