The growth in commerce led to increased development around the town with several large factories being founded such as Western Electric and Seagram Wine & Spirits Company. In 1938, the city granted permission for a shopping mall called "New Town Plaza" which became one of the most popular shopping destinations in Southern California. During World War II, Commerce was used as an assembly center for military vehicles production and also served as an aircraft manufacturing plant for Lockheed Aircraft Corporation and Douglas Aircraft Company until it closed its doors in 1945 due to limited wartime production opportunities within America. After World War II ended, many businesses relapsed or failed during the recession that followed but Commerce bounced back quickly thanks to strong economic development initiatives led by Mayor John Matthews and his predecessor Bob Hennessey Sr.. In 1978, Matthews announced plans to completely re-develop what had been known as "Old Town Plaza." At that time Old Town Plaza consisted of only two buildings - a movie theater and a department store - while most of downtownCommerce lay vacant except for occasional weekend events held at city hall or some local hotels. A few years later Matthews died suddenly leaving control of downtownCommerce up for grabs between his son Bob Hennessey Jr., mayor emeritus John Matthews' widow Eileen Walters (a daughter of hotelier Don Walters) and three other potential developers; businessman Harry Weiser (husband of actress Mercedes McCambridge), banker Herb Kroeger (brother-in-law of real estate developer Harry Chandler) and attorney/businessman Barry Goldwater (son-in-law of former senator Russell Goldwater). Initial negotiations among these groups failed because no one could come up with a proposal that met all requirements set forth by Mayor Walters including transforming Old Town Plaza into an interactive arts complex featuring restaurants, shops Center Stage Theater and a new $5 million indoor arena capable of hosting professional wrestling matches without having them disturbed by fans exiting or entering through storefronts located adjacent to Center Stage Theater; creating more than 100 jobs within six months while developing plaza area which would be home to 10500+ square feet retail/office space; restoring century old plasterwork on Main Street facade which had become largely deteriorated over time; providing funding commitment from various state government agencies including $1 million from Governor Gray Davis; finally awarding project status on May 25th 1998 just four days before Matthews' death effective immediately upon his father's death making Bob Hennessey Jr.' mayor Emeritus subject to no mayoral succession rules
