Clovis, California is a small town in Kern County, California. It is located about an hour east of Bakersfield and about two hours south of Fresno. The population was 2,451 at the 2000 census. The first guns were brought to Clovis by pioneers in 1876. A post office was established here on December 12, 1876. The first store in Clovis opened on November 1, 1880. In 1898, some settlers in Clovis formed the nucleus of what became the Kern County Agricultural Experiment Station (KCEES). KCEES played an important role in developing agricultural methods and products for use by farmers in Kern County and other parts of California. In 1902-1904, KCEES sponsored a series of field trials of various types of firearms which helped to further develop gun control laws throughout the state. These experiments also developed the concept that handguns should be used selectively instead of indiscriminately to protect public safety rather than as general weapons for law enforcement purposes Alone these studies may not have resulted in handgun regulation but they did help to lay the groundwork for Gun Control Acts which were passed later that year

In 1933 Mineral King Dam opened upstream of Clovis; this created Lake Oroville which made water available for farming purposes east of Price Hill but stopped Hat Creek flowing into Price Hill so irrigation became necessary to produce crops there again until 1978 when that dam also closed up most of Hat Creek Farming has been a major industry in Clovis since before dams were built; however now only about 10% of what used to be produced remains undamaged from pre-dam activity including extensive ditches and backwash that ruined many acres
