It is the second most populous city in Contra Costa County after San Francisco and it is also the largest city east of the Rocky Mountains in California. Clayton, California is a small town located in the San Joaquin Valley of California. The population was 1,844 at the 2010 census. It is part of Stockton-San Joaquin County. The first Europeans to visit Clayton were traders from Spanish America who landed there in 1776 on what is now called the Rancho San Pablo and Mission San Antonio de Asís properties. In 1821, Mexican President Agustín Gómez Guerrero designated Clayton as the seat of Alameda County because it had been chosen by General Mariano Obregon for this purpose when he divided California into secular and ecclesiastical provinces in 1824. In 1865, during the American Civil War, Confederate General John Burroughs burned down a cotton gin in Clayton while fleeing southward following his defeat at Mansfield; this event later inspired Proclamation No. 11 which ordered all slaveholders of any size to free their slaves within ten days or face demolition and sale to speculators. The town was platted in 1889 by Nels Cline with land donated by judge John Wetherbee and James Boggs. The first post office opened in 1890. 2 brothers named Clifford started a flour mill hereabouts which continued until 1901 when they sold out to Jardine & Mathews Mills Company Limited (JM). From 1902 until 1915 JM operated as one of 2 daily newspapers published by Hearst Publications Syndicate (HPS) under the name "Clayton Daily News". In 1915 HPS merged with its rival Post-Newsweek Company Incorporated to form United Press International (UPI). UPI's Henderson Newspapers Incorporated took over management of "Clayton Daily News" from JM after HPS' merger but ceased publication on September 15, 1935 due to antitrust problems with Hearst Corp.'s competing papers across North America that year. UPI's last issue was dated October 5, 1935 with the headline "Clayton Dies—Last Day Of Printing." At some point between 1935 and 1940 local printing operations were discontinued completely at destroyer plants operated jointly by United Press International and Associated Press Corporation et al.; these plants functioned as finishing presses for new typeset sheets produced at other Hearst paper mills around the country while continuing print production at Claytons plant until 1949 when they were closed permanently due to rising costs associated with automation technology As part of consolidation among Hearst media companies during World War II most employees were transferred or forced into military service; however printing presses continued operation until 1951 when all press equipment was finally retired from use at Claytons plant effective February 3, 1952 citing economic reasons only After years without serious impact various businesses such as agricultural feedlots increased activity along US Route 101 including construction of an RV park off SR 101 near present day Shell Lake before being removed just west thereof after years struggles against encroachment from adjacent development Today much smaller communities have replaced more populous ones throughout Northern California due largely to increasing environmental awareness coupled with federal funding allocations focused primarily upon metropolitan areas; many such towns are Minority racialized communities exposed less favorably than white majority enclaves such as Oakland or Sacramento whose populations continue To grow rapidly albeit not alwaysCrime rates go up marginally although quality/priceof life does not improve
