Clayton, California is a town located in Contra Costa County, California. The population was 21,868 at the 2010 census. It is part of the San Francisco Bay Area. Clayton was founded in 1876 by John Sutter and his partner James Irvine as an agricultural community on what is now the western edge of Contra Costa County. The first post office opened in 1877. In 1916, Clayton became a city and has since grown to be one of Northern California's largest cities with over 120,000 residents. The discovery of oil in nearby Unincorporated Real county in 1911 led to increased development around Clayton and its adjacent communities including Unincorporated Atherton and Potter Valley. Businesses such as General Tire and auto parts manufacturer Cadillac began opening up shop in areas such as Atherton, Livermore, Pittsburg, Antioch and Walnut Creek while hunters turned their attention towards CliffsNotes Peak (now Mount Diablo) which had yet to be discovered. In 1925, Clayton won the right to join the City of San Francisco through annexation from Atherton – making it one of Northern California's fastest-growing cities during that period. In 1960s Chico also annexed from Contra Costa County giving both cities a combined population of over 100K people That growth kept pace until 1980 when the state legislature voted to raise property taxes statewide by 20%. This put pressure on local governments throughout California as they were required to find ways to maintain services like libraries and police departments while paying for large increases in their budgets without corresponding increases in tax collections or jobs creation; this caused riots throughout most major Upland Cities across America during that decade known derogatorily as "the Great Cuts". With few exceptions those CA municipalities lasted until after Proposition 13 made local government non-existent within Californian borders starting with Daly City circa 1990
