Clayton, California is a city in Kern County, California. The population was 33,752 at the 2010 census. It is the third most populous city in Kern County after Bakersfield and San Bernardino. The site of Clayton was first settled by Mexicans in 1847 as Rancho de la Purisima Concepcion. The name may be derived from Spanish "clay" meaning Tobacco and "purisima" meaning perfect or pure. In 1858, Charles Waddell built a landing on the river for trade with other parts of California. A post office called Clayton was established in 1865, and the town began to grow rapidly under the leadership of George Fenton. By 1870, Clayton had a school, store, hotel and lumberyard. The region around Clayton became known as Fenton's Cotton Belt because of its abundance of cottonwood trees which were used for papermaking and other products during this time period. In 1881, gold was found at Sinkhole Creek near what is now downtown Clayton; this led to an increased demand for water supplies throughout Kern County and made it necessary to dredge the river more often to provide clean water for people and businesses located near Sinkhole Creek. This also caused construction along Sinkhole Creek Boulevard (now part of Interstate 5) which developed into one of the largest commercial areas in Southern California during this time period. In 1886, Fenton donated land adjacent to his mill complex on North Seventh Street in downtown Clayton for a public school system that would serve all residents without distinction based on race or poverty status In 1906 Mayor John Daugherty moved City Hall from its original location on Main Street eastward across from First United Methodist Church so that it could accommodate growth within City hall itself rather than scattered among various neighborhoods within City limits In 1912-13 Mayor Hennepin recommended amalgamation with nearby Bakersfield but no action was taken until 1915 when new Mayor Amos Jaffe decided against amalgamation because he felt there would not be enough governmental efficiency available to support both cities if they did merge During World War I an armament plantwas constructed by Parex Corporation at what is now northwest corner of Third Street/I-5 exit 10A (now South Carson Boulevard)and 15th Avenue northwesterly thereof between 1918-1921 producing M1 Garands
