During World War II, Citrus Heights served as an important munitions plant that produced aluminum cans and other military supplies for the war effort. After the war ended, most of the plants closed down but some continued operate until they were shut down by environmental regulations in 1970s oil-price shocks. In 1984, Mayor Tom Bradley announced plans to redevelop much of Picker Park into mixed-use housing following years of activism led by residents including then-city councilman Herb Wesson Jr..
