In 1913, the name was changed to Citrus Heights after then-Mayor John A. Crispin named the city in honor of citrus fruits that he had grown himself near his home on Rancho Seco Road between Redwood and Orinda Streets. The City Council first voted to annex portions of Visalia and Ceres on November 5, 1912; however, these annexation requests were denied because it did not meet the minimum population requirements for incorporation as a city. On March 3, 1913, Mayor Crispin approved an ordinance giving Citrus Heights status as a city with full power to vote and make its own laws within its limits; this change made Citrus Heights one of only two cities in Stanislaus County (the other being Healdsburg) to have this level of autonomy from their county government. As citruse heights grew rapidly due to both its growing population and new development around it such as Riverside Drive and Donahoe Avenue extensions), more ordinances were passed granting additional powers to Citrus Heights including: establishment of a police department (1915), prohibition against liquor sales (1917), zoning regulation for single family homes (1920s), creation of streetside parks (1930s), election rule changes allowing women citizens voting without husbands or male kin (1945), establishment of a fire department(1950). In 1920s local resident Marion Post created what is now known as "Post Park" located across from Donahoe Avenue Extension off East Sunrise Highway adjacent to Interstate 15 where she offered parkland for free to anyone who built a house on top which eventually included many well-known people such as author Fannie Flagg and actor/director James Whale among others. The post office moved into her original building at 5555 Sunrise Highway in 1951 after she donated it for use as her personal home until her death in 1984
