In 1885, Chula Vista was founded as a small town on the southern coast of California. The town grew quickly and by 1910, it had reached its present size. By 1925, Chula Vista had become one of the most important ports in the state of California. Passenger ships arriving at Chula Vista were used to bring goods from all over the United States and Europe. The port was also an important production center for Scopes Instruments, which manufactured telescopes and other optical equipment. In 1916, City National Bank merged with Trust Company Pacifica which had been founded earlier that year by banker George Hutton Seymour Jr., son of George Hutton Seymour Sr., one of Northern California's leading financiers who also served as mayor of San Francisco from 1916 to 1922. At this point downtown Chula Vista consisted only of a couple blocks north of where it currently stands, along Fourth Street between Center Avenue and Park Avenue east thereof; much later still another block northeast on Masonic Drive between Center Avenue and Park Avenue west thereof would be added when City National Bank moved out from its original location on Fourth Street acrossCenter Avenue into the new park-like building at 15th Street NE that would house their old former downtown headquarters until they vacated them (along with other buildings) in 1998 when they moved into their current building at 44th Place NW adjacent to Interstate 5 (just east/west across Center avenue from 16th StreetNW). Ayers soon after merged with Jardine Matheson Scripps Co., Incorporated (JMSCO), one of Northern Californias largest commercial real estate developers whose founder was James Irvine Matheson Jr.. Jardine Matheson continued to develop properties around town while JMSCO developed major office complexes such as The Tower at Stadium Plaza near Interstate 5 and Ratcliffe Canyon Road northward toward Encinitas while some smaller projects such as Valley View Shopping Center were also built during this time period including what is now North Park Mall adjacent to Interstate 5 outside the city limits boundaries. This caused extensive environmental damage that still remains visible throughout much of downtown Chula Vista today including extensive soil erosion along banks of I-5; extensive loss of water resources due to high winds associated with spills; numerous blighted neighborhoods constructed around state-of-the art wastewater treatment plants; and significant social displacement among low income residents who lost their home values while others gained access to jobs in adjacent cities because pollution levels within those cities had declined below federal standards set forth under then newly created Clean Air Act regulations known as "safe drinking water standards." In reaction to these negative experiences during the early years of post-oil eraChulas Vistas efforts began focused on creating a vibrant arts district anchored around La Playa Boulevard which would include world class galleries, theaters, restaurants etc., while also promoting healthy lifestyles through public education campaigns like No More Toxic Skies! A landmark event occurred when then Mayor Dick Murphy announced plans for development along La Playa Boulevard called "Central Park", which would encompass 4 blocks long comprising over 100 residential buildings erected beside publicly funded parkland bordered by El Cajon Creek on one side and Pacific Coast Highway on the other

Chula Vista was founded on December 11, 1869 by Captain Manuel Ayala and his wife, Juana. It became an incorporated city in 1871 and a port town in 1902. The population of Chula Vista peaked at over 100,000 in 1910 but declined to 50,000 by 1930.
