As a result, Mayor Kevin Faulconer created a task force that plans sentencing enhancements for certain crimes in order to reduce these rates; this has led some residents to protest against the council's decision not to include harsher punishment for certain crimes within their communitystandard sentencing laws

Formed in 1871 as a result of the combined efforts of three Mexican land grants – Rancho San José de la Laguna; Rancho San Miguel de Allende; and Rancho Santa Ysabel – Chula Vista became one of the largest cities in California by 1870. The area that would become Chula Vista was originally populated by Mission Indians who lived on various missions throughout much of present-day Southern California. In 1881, developer George Washingtons Pacific Land and Investment Company bought an additional 9 square miles (23 km2) from the mission Indians for $5 per acre (1/4 mile = .50 km2). In 1888, Chula Vista purchased its own deed to theranchos from their original owners. In 1912–13, developers Harry Chandler and Maurice Hinkle built a new shopping center at what is now I-10 and Main Street which quickly became known as "Chandler's Valley." The valley also included two small villages: Chavez Ravine east of Main Street and Villa Park west of I-10. By 1930, when Chandler sold his share in Pico Housing Trust to Henry Jaffe Jr., all but one village had been eliminated or destroyed by development: Chavez Ravine north of Main Street had been razed to make way for a freeway interchange; Villa Park west of I-10 had become home to office towers; while Chavez Ravine east of Main Street had been turned into an open-air mall with restaurants, bars, and other shops}. The only remaining village was Chavez Ravine south of Main Street where several residences still stand today. After World War II ended hostilities between Japan and America he Japanese residents were allowed back into Chula Vista under certain conditions including moving out all Japanese businesses owned before Pearl Harbor on December 7th 1941]. On October 20th 1948 City Manager Sam Kapp assigned street names to each living district starting with East Village (now defunct), West Village (now defunct), North Village (now defunct), South Village(now extant), Midtown (now extant) which served as boundaries for each ward until 1969 when they were abolished completely due to boundary changes resulting from annexation by Imperial Beach.[1] On January 1st 1959 it was announced that all wards would be reverted back to their former street name assignment effective March 15th 1959]. This made continued use during campaigns against annexation possible since these street names could not be used without prior approval from then Mayor John Weinstock who resided in Midtown.] On October 12th 1957 City Councilwoman Mildred Ladd proposed that streets within our limits should have their name changed rather than continue being given consecutively like they are currently done[2] council approved this change becoming effective November 5th 1957]. After many years Of conflict between property owners about how best To Name Our Streets Many people suggested changing Streets within our Limits To something more fun & naming them after somebody local or famous we eventually came up With Names such as Alhambra Blvd., Desert View Dr., etc.–Allan Weintrout
Chula Vista was founded on December 14, 1868 by Captain James A. Hill and his wife, Emmaline C. Hill. The village was named for José Chula, a Mexican general who had fought in the American Civil War. It began as a small agricultural community with only a few homes and two schools. By 1886, the population of Chula Vista had increased to 3,000 people and it became an important agricultural center for California. In 1907, the first high school in Chula Vista opened and soon afterwards the town developed into a major commercial and industrial center with thriving businesses such as Butte Copper Mining Company, Western Electric Telephone Company, Carlsbad Refrigerator Corporation, Pacific Gas & Electric Company and many others. The town's growth continued until the mid-20th century when it experienced significant decline due to conversion to urban areas. However, recent redevelopment has resurrected some of its former commercial district while also creating new neighborhoods within Chula Vista that offer unique experiences such as nightlife and culture
