In 1951, Sargent persuaded City Councilmember Harry Hahn to file suit against developers over their planning application; the suit led to passage of Proposition 218 which provided for voter approval of large-scale development within city limits only if it did not take away from public use ornmity land near Navy stations across San Diego County (then known as Imperial County). In 1955, construction began on The Mall and finished two years later; at its peak occupancy it contained more than 1 million shoppers from throughout Southern California. However, due to problems with cost overruns and traffic congestion caused by high levels of retail traffic immediately surrounding it, The Mall failed to generate enough revenue sufficient to cover expenses and closed within three years; Diana Ross used one of its entrances as her dressing room during her time as singer/actress

In 1853, a small town called Rancho San Rafael was established in what is now Chula Vista. The town developed around a military post and rancho, and the people of Rancho San Rafael came to live there. The town started to grow because of its location and its access to goods that were available only in nearby Los Angeles. By the early 1900s, most of the residents of Chula Vista had come from Mexico or Central America. They were mostly farmers and their families grew crops and raised livestock. By 1920, many people in Chula Vista had become Americanized and they started to fly planes into LAX for business purposes.
