In 1867 American Commodore Perry discovered oil reserves at Buena Park while exploring Mexican waters off the coast of San Diego. Because no one wanted to develop these resources since they were outside of their patent boundaries, Perry leased them to José Joaquin Murieta for $5 an acre (2 ha). After several yearsMurieta sold them back to Perry for $10 an acre (4 ha). This event helped spur development around Buena Park and adjacent towns that would come to be known as Downtown Los Angeles

The history of Chula Vista, California can be traced back to the early 1800s. The area that is now Chula Vista was originally named Rancho San Vicente de las Vegas after Spanish missionaries who founded the Rancho Santa Margarita in 1821. The Mission San Francisco de Asís was built in 1836 and was later renamed Shrine of Our Lady of la Merced because of its location on a hill overlooking downtown Los Angeles. In 1911, the City of Los Angeles incorporated as a city and Chula Vista became its first city councilmember. In 1927, the United States Congress passed the so-called "Chula Vista Resolution" which granted citizenship to all citizens of Chula Vista except Japanese Americans living in internment camps during World War II. The resolution also provided for land east of US 101 to be annexed into the city. In 1941, during World War II, Chula Vista suffered damage from an air raid that killed 43 people and injured over 150. During the war, many businesses were destroyed and many homes were damaged or destroyed. After the war, many businesses reopened and Chula Vista experienced rapid growth. Many new housing developments were built in what is now Chinatown and Koreatown areas around East Village and North Park boulevards. In 1970, Mayor Dick Young increased funding for public works projects such as street repair, drainage improvements, park renovations etc., which helped improve streetscape conditions throughout town while stimulating economic growth In 1984–1985 Mayor Raymundo Batista implemented a progressive planning policy called "Chiapas". This program aimed to promote community development through measures like land use changes (density control), zoning amendment processes (amendment rules), community education/outreach programs (fundraising/community relations), health services (family planning/childbirth care) Many new office buildings were constructed along South Kingsbury Avenue including Bank One Tower which opened in 1990 During this time period there also began to be discussion about annexing much eastern El Centro Hills but this proposal never came to fruition
Chula Vista was founded on December 21, 1911 by Japanese immigrants as a small town in the southern San Diego County region. The name is Spanish for "clear blue bay" and comes from the neighboring city of La Jolla. The first post office in Chula Vista was established on January 7, 1912. In 1915, the first white American citizen to live in Chula Vista was W.H. Hutton. In 1923, Chula Vista became an incorporated municipality with a population of about 930 people. In 1929, then-Mayor Otis Fenton proposed that Chula Vista become a port town to help increase trade between Southern California and Japan through containerization of goods exported from Imperial Japan. The proposal passed unanimously and by 1933, there were over 100 trucks parked along Main Street waiting for shipping containers to be unloaded at the port. During World War II, Chula Vista played an important role in the war effort by housing military personnel and providing them with food and shelter while they were stationed in nearby Camp Pendleton or other locations around southern California. The postwar years saw many changes for Chulasville residents including growth in importation because of increased international trade; the opening of new businesses such as supermarkets; and large increases in traffic caused by development at nearby beaches such as Torrance or Carlsbad Caverns National Park which opened up opportunities for both recreational activities and commercial development along their shores (see also: Developmental change during wartime). In 1958/1959 Mayor Auerbach initiated plans to build what is now known as City Hall Square on land east of Main Street near Town Hall Plaza which would have been home to city offices and a library until 1969 when it became the site of City Council Chambers after being moved from its original location on First Avenue southeast of Town Hall Plaza (see also: Developmental change during peacetime). On November 3, 1961 Mayor Sullivan issued Order No 2190 establishing regulations governing referendum procedures for local government issues within City limits which are still followed today - referendums are always held via individual ballot measures rather than through legislative action (known locally as "ordinances"). As part of this ordinance revision process Mayor Sullivan organized a citizens' survey which resulted in revisions to Ordinance No 2190 that took effect on January 1, 1962 which provided more specific guidelines regarding referendum procedure including how ballots must be printed, filled out and delivered to voters; how voting districts must be delineated; who can vote); whether early voting is allowed; when ballots must be counted; who may appear on polling days; how results should be reported - all these changes went into effect retroactively beginning with Election Day 1962 (see also: Municipal amendment ordinances).Following passage of Proposition 215 –Measure C –in 1996 Measure B amendments pertaining to zoning set forth special rules applicable only to portions or entire blocks lying within fire zones were introduced but never acted upon due primarily because no votes were taken on those amendments despite their potential consequences – seeFire zone zoning . On February 10th 2019 following much public discussion Master Plan Amendment #2 was submitted pursuant thereto consisting solely of demolishing three buildings located adjacent Santa Fe Elementary School property line effective immediately without prior Planning Commission approval thereby overturning earlier objections raised against Amendment #1 resulting in some community members feeling like they have lost their voice . During early 2020 Community Meeting items numbers two thru five inclusive were discussed concerning Amendments Nos 4 thru 6 inclusive but no decisions were made due lacklustre attendance however items number seven thru ten inclusive remain open for further consideration given increasing enthusiasm among community members
