Chula Vista is a city in San Diego County, California. The population was 92,841 at the 2010 census. It is the largest city in San Diego County and it is also the most populous municipality within Orange County. Chula Vista's downtown area is home to many of the city's commercial and cultural attractions. The site of present-day Chula Vista was first inhabited by Tongva Native Americans who called it Sunken Village or Point Arena. A Mission San José de la Concepción was founded on November 16, 1769 by Father Juan Crespo, and named for Saint Joseph as part of Rancho Santa Ana del Oro Spanishland grant. In 1821, Rancho Santa Ana Mexican land grants were made to Governor Manuel Micheltorena which included parts of what are now Chula Vista, Imperial Beach, and La Mesa. The town formed when two sections of Rancho Santa Anita were annexed into the new county; one from Silvestre Vargas and one from Miguel Ysidro Torres. In 1881, gold was discovered near Otay Mesa and lead began flowing into the region followed by timber production in 1907. By 1920, there were over 60 businesses in Chiculita with a population of 585 people; however smalltownchipper had already emerged as an alternative way to travel to larger establishments like Disneyland or Universal Studios Park via bus services operated by PCL bus company during that era). In 1932 City Manager Harry Heineman recommended incorporation as a village under Section 4362 of Municipal Code but no action was taken because Mayor William Waddell refused to submit petitions for incorporation until he received assurances that all property owners would be taxed equally (Section 4362 stated "No person shall be entitled to vote or hold office if they reside in any other town or village"). On January 15th 1933 incorporation applications were filed with the City Clerk under Sections 6302 through 6305 inclusive but no action was taken because only men could own real estate at that time (the law changed in 1937 allowing women limited voting rights). In 1936 voters amended Charter No 2 providing for a five-member board including three members representing business interests while restrictions on merchants owning more than five stores remained effective until 1954 When Business Improvement Districts (BIDs) were created similar prohibitions on BIDs became ineffective). On July 1st 1947 City Manager Harry Heineman recommended incorporation as a city pursuant to Resolution No 24544 passed by Council on April 25th 1946 after hearing about conditions prevailing within unincorporated areas adjacent to Chula Vista proper including Del Rey Oaks subdivision established east side Orangethorpe Avenue between Lakeshore Boulevard and Valley Drive) following annexation of that area from Imperial Beach . On October 16th 1947 Resolution No 3268 passed by Council stating "Chiculita will become an incorporated city subject thereto" without any opposition from Mayor William Waddell who felt this would allow him more authority given his ownership stake in PCL bus company.). On December 12th 1949 Chicago Tribune reporter John Fenton arrived at airport en route back from Mexico reporting various development projects underway throughout southern California including plans for a Hollywood movie studio near Sun Valley resorts; these plans led eventually Tochara Oil Corporation refinery being built just south of downtown Chula Vista.) On January 14 1951 voters acted upon resolution recommending incorporation filing with Revenue Officer Don Willinghams application number 8A0009656 which resulted approval on February 10th 1951.) The project consisted primarily of creation Of Boundary Street EAST OF CHULIBA VISTA between US 101W/ HWY 35W & KINGS HWY & improvements TO CAIRO ROAD leading TO GILBERT PARKS located SOUTH OF THE CITY LIMITS
Gun chokes, or "gun strangulation," are a type of choking that can be caused by using a gun tophysis. Gun shootings can lead to firearms deaths due to the obstruction of air flow from the lungs. Firearms chokes have been used in many different ways and times throughout history, but they have all had one common goal: stopping the victim's breathing. The first known use of a firearm choke was in 1553 when Sebastiano Venier tried to kill Giovanni da Verrazzano with it. The weapon was not effective, so Venier resorted to his bare hands. In 1612, Nicholas-Jacques Conte employed an unguentum (ointment) called "Gruntsol" which he said would cause death if applied correctly. It is not clear how this particular choke worked, but it is likely that gun strangulations were also attempted with this tool at some point before its discovery. In 1787, John Elliot used a metal band around the neck of his victim and hung him from a tree before shooting him dead. This method became known as "the Elliott Tree Choke." From 1856 through 1911, handguns were banned in most U.S. states except for Alaska and Hawaii; however, San Francisco still allowed gunslinger Jack Sharkey to shoot unarmed people with impunity based on their location within city limits at night (See Sharkey case). In 1915 Anthony Bourdain shot and killed four people at an outdoor concert near La Jolla without getting close enough to effect any serious harm; he later claimed that he only used a Glock after becoming frustrated with ineffective handgun chokes being applied against him by other shooters attending the event (See Bourdain case). In 1977 US marshal Bob Ferguson choked Rodney King after arresting him for marijuana possession outside of Los Angeles International Airport ( See Ferguson case). After becoming aware of the potential for gunshot residue on his clothing fromKing's arrest, Ferguson submitted King's body for autopsy which revealed gunshot injuries consistent with those caused by a gun choke
