The arsenal was located on North Main Street and consisted of a few shotguns, handguns, rifle slings, and ammunition. In 1912, the Chico Armory was sold to the California Rifle and Pistol Club and became their primary armory. In 1942, the armory came under Federal government control as part of the Second World War military disarmament program. It remained under Federal ownership until it was destroyed by fire in 1964. Since then,gun slings have been an integral part of local firearm culture in Chico. They are still used today for target shooting and protection from theft or vandalism. In 1909–10, extensive flooding caused major damage to downtown Chico and led to its abandonment for over a decade. Restoration began in earnest in 1948 following passage of the state's first statewide flood control law; today much of downtown is still standing thanks to this effort. Chico experienced continued population growth during World War II due to war production demand; today most businesses have relocated elsewhere within the community or outside California altogether due to its high cost of living and lack of job opportunities outside the Defense Department or government agencies clustered around downtown (the few remaining businesses are all service oriented). As recently as 2009-10 there were only 397 people living in downtown Chico compared to 576 residents for all other areas combined; however this number is projected to grow rapidly given current economic conditions throughout Central Valley (particularly within Downtown Chico) which offer ample potential for redevelopment even with relatively low levels of development funding available typically within these regions).
