In November 2008, Mayor John Burton announced that he would not run for reelection after more than 20 years on office; this made him one of only two mayors in Kern County history to serve consecutive terms without running for re-election (the other being Jerry Brown). This decision followed Burton's decision to retire at the end of his current term rather than seek reelection because he felt he had accomplished more than anyone else who has served as mayor since 2000; however, this does not mean that there are no plans or ambitions for future cities growth within Kern County - there have been several plans announced over recent years which could see larger populations within certain areas such as Riverside and San Bernardino counties while still having plenty of room left for smaller communities like Ceres.
