The first permanent settler in what is now Carson was James Warner, who arrived in 1795 and named his land after President George Washington’s adopted home, Mount Vernon. Warner managed to get a grant from Governor Manuel Arguelles that allowed him to build a cabin on the site in 1801. As development grew along transportation routes such as Route 101 and Route 66, Carson attracted settlers from all over Northern California; some came by wagon train while others took boats upriver to Watertown (now Redding), then walked or ridden horseback across Sacramento Valley to join up with other pioneers at Carson City (later known as Placer County). By 1848, there were more than 100 residents living in Carson City when it became an incorporated town under the name of “Carson” through Act No. 5 of February 1, 1850. One reason for its early growth was its location at one end of what would become State Route 91: traveling east from Stockton brought travelers only 2 miles past today’s busy intersection before they had to turn around again for another 7 miles veering northwest through scrubby country until they reached Indian Wells Junction about 12 miles west of present-day Pershing Road near Sutter Air Force Base; thence continuing northwest on gentle slopes surrounding Foothill Boulevard until reaching downtown on Capitol Hill Street just south of First Street between Second and Third Streets NW cornering Main Avenue NE
