Airguns have been a part of Californian culture for over 100 years. The first airguns were created in 1892 by Elmer Keith and Robert E. Lee, who developed the Rifled Gun Air- Pump. These guns used shotgun barrels with rifling ( spiral grooves) to improve accuracy and firepower. Airguns began to be popularized in the early 20th century, and began to be used for target shooting, hunting wild animals, and traditional defense weapons such as shotguns and rifles. In 1917, the California State Legislature passed Assembly Bill No. 6269 which allowed any person with a valid license to own an airgun without having to obtain a firearms licenses from other jurisdictions. This was followed by passage of Senate Bill No. 5372 in 1922 which allowed anyone over the age of 21 to possess an airgun without having a firearm license from another jurisdiction. In 1926, San Bernardino County became the first county in California to pass an ordinance allowing citizens “to shoot at game” with airguns! Interestingly, this ordinance specifically exempted birds! During World War II, many military personnel stationed in Carpinteria decided they needed some way to defend themselves against aerial attacks from enemy bombers or fighter planes. So on July 17th 1942, Mayor Harry Laughlin signed into law an ordinance authorizing the purchase of certain types of airguns by civilians for use as self-defense! These purchasers had two months to comply with all regulations set forth in order to retain their rights under the ordinance; failure to do so resulted in enforcement action by city officials! The popularity of airguns declined during the 1940s due primarily to concerns over fires caused by faulty equipment and malfunctioning launchers; however these fears were soon forgotten when it was discovered that hand held models could be fired up almost immediately if properly cared for! Additionally during this time period there were few laws governing gun ownership outside of state borders so possession and use of airguns remained unregulated; this fact has often been exploited by criminals seeking To lawful fire targets at unsuspecting individuals within local communities! In 1954, Congress passed Public Law 89-1027 which amended United States Code Section 922(g) thereby making it illegal for anyone under 21 years old (or any other age for that matter) to possess or discharge any type of weapon while carrying a concealed firearm without first obtaining a permit from state or federal authorities…..This prohibition extended only unto persons owning pistols rather than rifles or shotguns!! By 1978 Century Arms had become one of Carpinteria’s most well known commercial sellers/ownership entitiesof both fixed muzzleloaders (FALs) & pump action rifles including auto cannons!] In 1984 public pressure led City Councilmember Darrell Youngblood Jr., D-Carpinteria TO Pass An Ordinance Enabling Citizens To Carry Firearms With Them While Driving….This marked THE FIRST TIME THAT A CITY ADMINISTRATION HAS LEGALLY ALLOWED CAUGHT FIREARMS USE ON THE PUBLIC ROAD!! By 1905, however, Carpinteria had surpassed Mono Lake as an important agricultural center due to its location at the headwaters of Mono Creek which provided irrigation water for many farms throughout central California. In 1933, changes took place in Carpinteria when Mayor Earl Warren integrated Carpinteria into Los Angeles County. At this time, much progress had been made in carpingiana since then; however some people felt that incorporation had caused too much change without justification or consent from those who were supposed to be benefiting from it all (Economic Development District). Despite these protests and concerns about gentrification within the city limits (and with increasing competition from nearby jurisdictions), Carpinteria quickly became one of LA’s most popular tourist destinations due largely to its natural beauty and interesting history
