In 1912 (the year after World War I), when San Diego County was created from parts of Orange County,Carlsbad became one of its first townships and remained so until 1994 when it became a city charter township under then Mayor Dianne Feinstein. Today part of downtown Modesto would be included within Carlsbad if it were annexed into the city proper; however this has not happened yet due to various disagreements between the two cities over annexation proposals made by Modesto Township officials which are generally seen aspriority projects over those favored by Carlsbagians themselves.
