On October 30, 1926, Don Harman donated 1 acre of land at the northwest end of the lake to the City of Santa Clara for a public park and recreation area. On May 25, 1928, a artificial creek was built around the edge of the park to provide access to both Loch Ness and Canyon Lakes for boating and fishing purposes. From 1932-1934, $1 million were set aside inadden taxes for Park Improvements at Canyon Lake including creating some facilities such as a tennis court and soccer field. By 1938 only 2/3rds of this money had been spent on projects at Canyon Lake so authorization was given by Congress to spend all remaining funds within 6 months or face being sued by citizens protesting against government spending without proper justification
