On October 16th 1969 Campbell became one hundred percent Hispanic when residents voting approved Measure H which designated half of all property within two blocks of any public school district as Hispanic/Latino Industrial Development Zone for use by businesses owned or controlled by Hispanics/Latinos with no other purposes than developing those properties for employment and housing production; this zone also exempted from city taxes developments not located on such zones property but existing within city limits through purchase or donation by non-Hispanic parents owning homes inside city borders while their children were attending schools inside those boundaries without having their parents fight state regulations that would have exempted them from paying taxes on their home values; Construction began on what would become known as Park Boulevard between Alamitos Avenue and Interstate 5 within what is now City Hall Park before being completed just days before Christmas 1970 when then Mayor John Carpenter made an appearance at I5/Avenue junction to kick off holiday shopping season By 1978 park Boulevard had been extended northward past Alamitos Avenue towards Pico Boulevard becoming what is now Ventura Blvd.; finally improvements along Pico Boulevard including new streetscape features including wide shoulders for buses traveling along that corridor during rush hour caused streetcars running along Ventura Blvd between downtown Carson City (northwest side) & Placentia (southwest side) to make stops at both intersections resulting in increased ridership over previous plans
