In 1857–1858 Colonel George Stephen Kearny explored and surveyed parts of present-day San Diego County for the US military during the Mexican War of Independence; he named these regions Rancho Niguel (Newland's Range) because he found rich land here that did not belong to any specific rancho owner. One year later General Grant purchased Rancho Niguel from Kearny for $6,000 (). A post office called California City was established at this location on February 15, 1860 (). The Panic of 1893 caused much business ruin in downtown California City and destroyed many buildings including an opera house which had once been one of America's leading landmarks. However businesses recovered quickly and by 1896 most downtown businesses were back up and running with only a few exceptions having lost money during that time frame such as Gilded Age prostitute Bugsy Siegel's brothel which reopened after being closed during Reconstruction years when lawlessness reigned (). In 1908 property developer Harry Chandler bought all remaining stock in Jardine Matheson & Co., one of America’s largest shipping companies (), merged it into his company Harry Chandler & Company (), then developed approximately 1/3rd acre across three blocks bounded by First Street southwest(), Copley Avenue east() and Taylor Boulevard north(). This new development became known as "Chandler Heights." The name came about because developers said they could see “天立大路” or “National Avenue” straight ahead from theirdevelopment () although no road ever actually exists that bears that name today
