In 1907, when Mayor Manuel Gomez Arce organized what would become the first municipal election in Calexico, all citizens were required to participate regardless of wealth or lack thereof because “the people are not equal” under Mexican law at that time. This policy helped create a sense of civic pride among both Mexicans and Anglo Americans alike and helped open up important social opportunities for both groups. In 1911, during World War I (1914-18), General Joséfa Ortiz y Pacheco donated land to the city for use as military training grounds; this led to increased development around the now famous Ranchero Park neighborhood today known as Old Town Calexico
