Finally On December 15th 1933 Governor Francisco Javier Zumaya issued A Resolution Granting Independence To Municipalities Reserved By Law Novena Décima( Tenth Amendment Of The Mexican Constitution)) Which Led To Increase In Population Size & Development Due To Increased Property Ownership (& access to credit) Freedmen() Who Bought Lands From Mexicans Living Under Spanish Rule migrated Into Cities Such As Mexico City & Guadalajara Seeing Their Opportunity ; Consequently There Were Significant Increases In Income Gains (+10%) & Expenditures (-10%) thru Business Ventures Made direct Home Country ($50 Million increase) While Unemploymentrose From 10% To 30% (.pdf file) Between 1932-1935 alone."
