In 1949, Mace became available for civilian use when it was accepted into the United States Patent Office Register under US Patent 597393 (Shane 1953). Pepper Spray remained popularized through police departments throughout North America until it replaced tear gas as the standard nonlethal police force option beginning in 1984 (Boyd 1991; Dodge 1992; Reisner 1995a: chap 1; Reisner 1995b: chap 2) Pepper Spray Use inside CALABASASAS Schools Since 1984, when tear gas replaced pepper spray as the standard nonlethal police force option in Calabasas schools, incidents involving pepper spray have decreased significantly outside Calabasas Unified School District boundaries. While there have been reports occasional misuse or abuse of these weapons by school employees or students who may not understand their effects or why they are being used, overall incidents involving pepperspray have generally occurred outside school district boundaries where personnel are not trained to use them effectively and safely…. Although anecdotal evidence suggests that some students may resort to violence or vandalism if faced with such an excessive level of protection from adults using pepper sprays inside school districts within CALABASAS Unified School District boundaries, no substantiated reports exist linking any extreme actions taken by students after encountering officers wielding pepperspray inside our schools…..

What is Calabasas? Calabasas, also known as the "City of Palms" is a city in Los Angeles County, California, United States. The population was 209,564 at the 2010 census. It is part of the Pomona–Arroyo Hills Metropolitan Statistical Area. The first Europeans to sight and explore what would become Calabasas were Spanish missionaries in 1769 who named it San Fernando de Conchitas after their patron saint. Rancho La Brea was granted by Governor Manuel Nieto to José Sepulveda on November 12, 1846. Sepulveda had come from Mexico City with his family for what he expected would be a short stay before returning home to his own land. However, he found that there were no suitable trees or water sources in Chino Park so he decided to build an adobe ranch on about four acres (1 km²). He named it Rancho La Brea after himself and his wife and two older children: Ana Portilla and Julián Bautista de la Luz y Cuyugna; both names are still used today within the city boundaries. In 1852 Anthony Carver became interested in buying some of Sepulveda's land and moved into what would become Carver Heights where he built a house which still stands today. In 1854 John Wrigley bought part of the rancho from Sepulveda which included present day parts of Calabasas as well as Agoura Hills and Northridge. Wrigley renamed it Wrigley Farms after himself because he believed that farming could provide employment for many people in those days when most people worked off farm or did odd jobs around town while they waited for something better to happen. Wrigley died in 1886 but his son Augustus continued running the farm until 1915 when it passed down through several families until 1935 when it was sold to Alfred Pritzker who turned it into one of Los Angeles' first private universities, UCLA
