With access to more water resources from underground than originally thought, production increased rapidly; however, World War II halted development when Japan occupied California duringthe war. In 1946 Ventura County became part of California when it was created from parts of Los Angeles County and Kern County. On January 1, 1951 Ventura County had its own elected county government with a sheriff and district attorney appointed by the governor instead of elected commissioners like other counties in California. The population growth rate has slowed since then as jobs have moved out east or away from rural areas towards metropolitan areas such as Los Angeles and Orange County (although there has been recent growth in Ventura). However, housing prices continue to increase making Calabasas one of Southern California's most expensive communities to live in; this has also led many young people moving into the city seeking better schools and more affordable apartments closer to job opportunities rather than remaining long term residents on a rural farm or town square
