On May 14, 1949, Burlingame was incorporated as a city with a population of 10,000 people under Mayor Harry Siskiunas and City Councilwoman Margaret Jannuzzi. On November 3rd that year Proposition 13 passed which repealed all local government within 30 days while giving residents three months to object to any changes made to their local governments without penalty or legal action being taken against them. This effectively created an elected mayor/council system where citizens had no say whatsoever over major decisions affecting their community such as city services or zoning regulations
