In 1852 Captain John Bemis claimed part of Rancho Santa Clara east of Sacramento onshore near where Martinez Pointcurrently stands In 1875 an Act of Congress authorized Mission San Rafael Arcángel which began construction immediately upon its inauguration on July 16th including layering 160 feet (50 meters) thick Mexican Redwood forest above modern-day downtown Burlingame On December 12th 1880 Hiram Maxim built an observation tower on top of Mount Diablo just south ofpresent day Downtown Burlingame For many years it was thought that Hiram Maxim's tower actually stood until 1980 when evidence emerged indicating it may have been destroyed during World War II . On January 20th 1912 Senator James Wickersham introduced Resolution No. 592 requesting US President Woodrow Wilson issue a proclamation designating Mount Diablo National Monument . A plaque honoring Senator Wickersham can be found at Golden Gate Park ..... It should also be noted that early burros were used for grazing in this area so grasslands still remain today much like they did over two centuries ago
