In 1868 Jepson founded the town of Brawley on land he purchased from the Kaweahs near present-day Soquel and laid out streets and erected buildings according to his Plans of1868 which are now Historic American Buildings Survey (HABS) #105316. At that time there were only three dwellings in Brawley - one hotel, one store, and one mill - all built between 1868 and 1870 by Jepson himself or by his assistants John Ladd (the first postmaster) and Wm Hargrave (the first justice of peace). In 1890 Rufus Hargrave donated land northeast of town for an agricultural college which became UC Berkeley; this donation was later recalled when it became apparent that UC Berkeley would not be able to afford the construction costs alone. In 1923 UCSB bought Hargrave's gift for $1 million; since then much of campus has been dedicated to him including agriculture, law enforcement, engineering research facilities, student housing/academic buildings etc.. The City of Brawley incorporation came about as a result of Proposition 117 passed by voters in November 1994 when they approved Measure M which created municipal government within the boundaries established by Proposition 117 without having to go through voter approval as had been contemplated under earlier laws authorizing annexation into other cities or towns outside Kern County limits.
