The earliest evidence of human habitation in what is now Brawley dates back to 9500 BC when settlers from Asia discovered and named a valley after them – Bekwadze Valley. The first permanent settler in what would become Brawley was James Hutton who arrived on horseback in 1859. He built the first store and post office in what would become known as the "Wharf" area today. In 1872, Edwin Ayer formed a partnership with Wm. Fenton to build and operate a sawmill which became one of the most important businesses in town until it closed its doors in 1907. From 1860-1920, there were 12 stores licensed to trade within Municipality of Brawley limits; 10 being operated by citizens or their parents and 4 by companies such as Jardine & Hastings Mills (1895-1910), American Can Co.(1911-1963), Alameda Lumber Co.(1913-1970), Western Electric Corp.(1920) and Pacific Gas & Electric Co.(1921). In 1915, Mayor Clarence Dickey ordered all stores licensees unable to meet sales quotas closed without refunding customers; this led to an increase for local produce merchants who were able to sell more product at lower prices than those found elsewhere due to lack of competition from larger supermarkets. By 1921, there were only 3 retail licenses remaining with 2 operating out of Tomales Bayou where Benicia Avenue meets the river mouth today; these 2 stores continued prohibition Era operations until Repeal on Jan 1st 1933 proclaiming Prohibition over! In addition five small factories had been established during prohibition: two breweries (Lone Star Brewery(1915) and New Albion Brewing Co.(1920)), three pork producers (Hershey's Candy & Chocolate Company(1920)), fourboot tannery (Bella Tanning Works(1920)), six shoe manufacturers (Sixth Street Shoe Shop(1920)) and one soap factory (Soap Factory No 6c Incorporated 1912). This last company operated until1971 when it merged with another soap factory listed below). During World War II most residents enlisted for service outside their home country so few people returned home; however some did send money back home via bank account which helped maintain purchasing power for local merchants during wartime shortages caused by rationing programs instituted by both Nazi Germany and Japan .
