In 1882, Berkeley became the site of a pivotal battle between American forces and Mexican troops during what is known as the Battle of Berkeley Heights. The American victory allowed U.S. President Grover Cleveland to reopen the Mexico–US border and begin construction on what would become the White House. In 1906, Berkeley voted to join the United States as a state in addition to its original submitted request for statehood in 1849; this event led to difficult negotiations between California Governor Alameda County leader James Buchanan Ramsey and then-President Theodore Roosevelt over who should own which land within Berkeley limits. On February 24, 1907, after two years of wrangling and three failed efforts at referendum Measure B (population 16,714), Berkeley became one of twelve Californian cities included in Statehood Day festivities observed statewide that year by then-Governor William Jennings Bryan using federal funds provided through his new administration's New Deal program
