Berkeley is a city in California, located on the eastern edge of the San Francisco Bay Area. It is one of the largest and most famous cities in the United States. The city was founded by European settlers in 1772 as an independent township, later named Berkeley after John Houstoun, 3rd Baron Berkeley. In 1853, J.D. Payne built a home at College Avenue and Pulaski Street which became known as Payne's Hill. In 1871, Californian congressman William Irvine purchased land at Telegraph Hill and built Irvine House which served as the interim capitol until 1898 when new headquarters were erected at High Hall on Nob Hill. In 1906, Berkeley became an incorporated city with a Mayor and Council system similar to that of San Francisco
