In 1920, when State Route 8 reopened following its reconstruction as an expressway, Benicia emerged as one of the most important transportation hubs in Northern California because it had both passenger rail service (from Sacramento through Stockton) and truck traffic heading towards San Francisco and other points eastward along I-280W (the modern route). Heavy industry continued to dominate during this time but by the late 1960s there was significant effort to redevelop downtown BENICIA with mixed use development including office buildings/retail space/warehouses etc., which helped lead to some loss of jobs during this period but also saw new restaurants open up all over town center making it more vibrant than ever before! Today's economy depends heavily upon services such as healthcare services, education (especially above high school level), law enforcement & government support services as well as tourism which has seen growth in recent years due to events like Super Bowls etc., making Benicia one of Northern California's major cities again!

In 1849–50two parties led by Jedediah Smith traveled through this territory from Shasta Lake via North Creek crossing into present-day Contra Costa County. One group prospected for gold near where Benicia stands today while another explored old Fort Tejon Native American settlement northeast of town. The first permanent European settler in what would become Contra Costa County was James Irvine in 1851–52ushered in by Lieutenant David Dixon under general John Biddle's command during an overland exploration from Sacramento across California route 66 journey through Nevada Deserts: In 1859 Avis Renteria built a sawmill on Elk Grove Road just outside modern Benicia; however, no town site was ever developed as result of this initial settlement. In 1865 when two brothers named John Waddell settled about one mile east of present day downtown Benicia on land that had been part of Antioch Baptist Missionary Church lands grants from Napa Valley Governor Edmund "Butch" Hinson they became known as Waddellsville after their new community sprang up around them – although their original mill still stands today within walking distance of downtown Benicia! A post office called "Benicia" was established at this location on July 1, 1865; however no mail arrived due to lack of transportation until October 10th! Later that year Drury Bros.' grocery store opened at 5th & Franklin Streets which became one of earliest downtown businesses with mail service coming daily thereafter! By 1870 much progress had been made with incorporation being proposed but never ratified due to political differences over control over local government boundaries between those loyalists who favored incorporation (the so-called New Government Men) versus those opposed thereto (the Old Government Men).
