The original town site was on the east side of US 395 near present-day Winchester and it stretched along portions of what are now US 395 and SR 1411. The name "Belmont" originated from an early sale of goods by CPU to WECO stores in nearby Pomona and Lancaster Counties. By 1932, Belmont had a population of 100 residents and partaking in local county elections since then has been an election held every six years (the last being in November 2014).
