However, gun violence returned to levels seen before 2007 during the Rodney King riots when gangs from Southern California came into Bellflower looking for opportunity and power. Gang members started using guns to commit robberies and assaults on innocent people. This led to more shootings and more victims killed as gang members sought revenge. In December 2013, Mayor Bob Filner announced that he would not seek reelection due to his struggles with mental health issues. Gun control advocates were disappointed with this decision as it meant that more guns will continue to be used without proper safety precautions being taken. In February 2014, two men were shot dead at a party hosted by Mayor Filner outside of his home; however, no arrests have been made related to this shooting yet.

The name "bell" comes from the Rancho San Antonio de Bellflower which was founded in 1853 by adobe builder Josiah White and his wife Lucy. The town began as an agricultural center with dairy and wheat production, but over time became more focused on winegrowing and tourism. The winery industry has declined over time, but there are still several wineries in operation including Mission Valley Wines & Spirits and Paso Robles Winery. There are also several restaurants in town such as the Villa Rosa Grill and French Market Cafe. The landscape around bellflower is rugged with rolling hills and numerous ponds that provide drinking water for the community. The townsite was once home to numerous Native American villages before European settlement arrived in the area. Today, many hiking trails lead into the nearby mountains or down to local creek valleys where visitors can enjoy fishing or swimming (the Community Pool provides swimmer/swimmers with access to heated pool during winter months). The community date back to 1852 when eight families from Humboldt County moved to what is now Bellflower and founded a small mission church called "The Sacred Heart." In 1863, General Zachary Taylor's army encamped near present-day Bellflower on what are now State Route 118 and Valley Highway. A detachment of Ulysses S. Grant's Army passed through the area on their way to battle against Confederate forces at Pea Ridge in April 1865. The soldiers left behind many items including tents and saddles which were later used by local farmers for planting crops. A post office was established at Bellflower in 1872, and remained in operation until it was discontinued in 1906. From 1896 until 1951, it served as the seat of Kern County government. There has been no permanent settlement within the current boundaries of Bellflower since 1852; however, there have been numerous visits by people who claim residency or business interests in or around this community over that time period
