This period can be considered bell’s golden age as both municipalities enjoyed rapid growth due to their close proximity to each other as well as their mutual needs such as schools, water supplies, transportation, etc. However, during World War II riots occurred in Banning which left several properties damaged or destroyed including the old post office building that still stands today (now known as Banning Hall). As a result of this event,bell experienced its first major economic setback since becoming an incorporated municipality. Despite this setback however, bell managed to regain some stability through government funding programs which helped them attract new businesses and citizens who wished to make use of what they had seen during those difficult times. In 1959,the University of California at Riverside moved from its previous location in nearby Pomona to becomeBell’s primary academic institution once again making it one of America’s largest university cities after UCLA moved from Pasadena.. However even though UC Riverside brought much needed stability to bell during that time frame it could not save it from financial ruin subsequent thereto culminating in 2007 when then Mayor Alex Padilla announced plans for a $500 million bond campaign aimed at rescuing bell from bankruptcy .. Although initial thoughts were positive given that UC Riverside was already investing millions into new Facilities within town such as newly renovated High School & Community Center along with expanding Streetscape renovations throughout downtown core , later news revealed that UC Riverside would only invest $50 million out of total planned budget while almost all other municipalities were projected to receive allocations ranging anywhere between 50% – 100% with no regard given towards bell whatsoever . Ultimately these financial concerns ledto bell being declared bankrupt effective January 1st 2009 .. Although there have been attempts by various entities attemptingto revive bells fortunes following its declaration bankruptcy - most notably via AIG grants - none have proven successful thus far .. Notwithstanding these negative experiences - overallBell has managed To maintain an active community atmosphere despite some very tough times
