The annexation also increased its population to 100 residents from 25 residents. In 1916 the city annexed Petaluma and merged with nearby Santa Monica to form one municipality with a total population of 300 people. In 1951 Bell Gardens merged with El Monte to form one municipality with a total population of 5,000 people and it has continued to grow since then by annexing additional neighborhoods until it had an estimated 2018 population of 30,909 people making it the third-largest city in Los Angeles County after downtown LA and Carson City. By 1916, Jensen's company had become Americas Ball Corporation and it continued manufacturing bell-shaped rubber balls until 1953. During World War II, Bell Gardens played host to many servicemen who were stationed there because Los Angeles County refused to allow any military installations within its borders due to fear of bombs or other explosives being developed by the Japanese during their war efforts against America. Many of these servicemen lived in tents or hastily built shacks on government land east of MacArthur Boulevard which is now known as Pioneer Place Park . Some legacy buildings still standing from this time are Fortification Hill () which once housed an artillery battery; US Army Supply Depot No 1 (); and Signal Post No 4 (). In 1951, after years of planning by Mayor Artie Goldstein (), new shopping malls were planned for areas around downtown L.A., including portions of Northridge (), Brentwood (), Hawthorne ())], Hollywood ()], Canoga Park ()])]. However, when Expo '51 came along and destroyed most major metropolitan areas in Southern California,[6] Downtown L.A.'s mall market disappeared quickly with only a few scattered stores remaining throughout much of northwest Los Angeles ().
