It is the most populous city in Orange County and the second most populous city in Los Angeles County after Los Angeles. Bell Gardens is also the central business district for both cities. The original name of Bell Gardens was Garden District but this name was changed to its current moniker because of the growth of Bell Boulevard which ran through the area at that time. Bell (the founder) erected a large wood frame house on what is now Benefit Street near present-day Huntington Drive for himself and his new bride Emma Lillie Pettey (daughter of Rear Admiral James Wetherbee Pettey). They had been married only two months when Mrs. Bell died of pneumonia on December 4th at the age of 31 years old after giving birth to her only child Belle Belle Pettey Bell (1888-1964). It was founded in 1885 by brothers Alfred and Lewis Bell as a small community on the eastern edge of town, about nine miles (15 km) east of downtown San Bernardino. The name "Bell" comes from Charles W. Bell, an early settler and namesake of the current city hall building on Euclid Avenue, which was built in 1915 to replace an earlier structure burned down by firemen while Bell's property was being managed. The original settlers were farmers who grew citrus fruits and vegetables for local marketplaces; they also constructed homes made from logs and straw bales thatched with sunflowers or palm fronds. In 1906, when San Bernardino County became part of Riverside County, Bell Gardens became its southernmost municipality; it has since grown several times larger but remains essentially a small rural town with only a few blocks of business districts located within its borders. In 1940, the City Council adopted resolution proclaiming May 3rd as "A Day to Remember – A Celebration of Our History and Heritage" in commemoration of all those lost during World War II including Japanese Americans interned at West Bel Air Naval Air Station (now Imperial Airport).
