The area now known as Barstow was first surveyed by Pedro Fages in 1835 as ". . . land grant to Josiah Bartlett for his services in connection with building up Port Hueneme". In 1907, Harry Swayne bought most of what is now downtown Barstow from A&P grocery store founder James Buchanan Clark for $1 million dollars which he used to build a new shopping center that still stands today (now called Swayne Center). This event helped give downtown Barstown an economic boost that has lasted to this day. A large number of people moved into town during World War II because it became an important military base due to its location at Hwy 101 near Los Angeles and its proximity to B-29 production sites. After the war ended, many people decided they needed their own house so they built them around 1959-1960 specifically on undeveloped lots south of Highway 101 between State Route 168 and Interstate 5 (the old alignment today). It wasn't until 1978 when developer John Kapp purchased all but two blocks east of downtown from local farmer Don Larsen Jr., giving him control over more than half the town's current boundaries. Today, much of downtown remains undevelopable or under construction while most residential areas have been converted into businesses or homes.
