The economy soared during this time with businesses such as Ford Motor Company locating here to establish new plants or expand old ones; however, by the late 1960s many businesses had closed or moved away and unemployment grew rampant. In order to stem the decline in the local economy many residents voted to ban any further growth after years of experiencing high taxes and little opportunity for economic development outside of government services such as education and health care which were often too expensive for most residents to afford without leaving their homes growing more rural every day. This decision led to increased crime rates and social unrest that continueujt up until present day

The town was founded in 1887 when employees of the Mormon Battalion who were retreating from Mexico decided to stay and protect their families and properties. It became an incorporated village on December 26, 1887. Banning’s first postmaster was Hiram Wigglesworth. In 1923, Banning voted to secede from Fresno County and become an independent city under the name of Banning-Alvarado. At the 1940 census, Banning had a population of 7,868. The Price family ran the local grocery store from 1951 until 1957 when they sold it to Donny Lee Moonbeam. From then until 1973, Banning was represented by Bobbi Ladd as mayor pro tempore with no mayoral power or authority beyond being re-elected with a plurality vote each year; she served only three times total before quitting after Layton appointed her his vice president instead In 1975–1977 two major fires burned through portions of downtown: one started by an arsonist who set lighted fireworks off a bridge near Main Street and quickly grew into a towering inferno that consumed entire blocks across First Avenue between Cattlemen Drive and Second Street;[1] this destroyed much property including businesses on First Avenue between Cattlemen Drive and Center Street The second fire began in earnest when two young boys discovered live ammunition cached inside abandoned munitions storage drums near Third Street West;[2] this fire soon escalated into what proved to be one of Californias most infamous mass shootings involving children – four little girls aged six (Jenny McCarthy), five (Barbara Stanwyck), thirteen (Emmalyn Smith) and fifteen-year old Nancy Kassebaum were shot dead by Lee Harvey Oswald as he walked down Main Street toward Elmira High School
