Banning is a small town in San Bernardino County, California, located on the eastern edge of the Inland Empire. Banning was founded in 1887 by John A. Banning and his family. The town has a population of just over 900 people as of 2010. Banning's history with guns dates back to 1887 when John A. Banning patented a revolver that he designed himself. The original model, which had a six-round magazine, became known as the "Banning Pistol." In 1898, Banning married Elsie Hildebrandt and together they started an ammunition company in their home garage. That same year, they also filed for incorporation as a city and were granted such status in 1899. In 1902, Banning purchased 2 miles (3 km) of land north of town from George Wm Woodruff and built the first municipal building - now Reference Library - within 10 years. The banishing days of prohibition began in 1911 when the state outlawed buying or possessing any firearms without a license from the sheriff's office in each county. BanNING turned to its old standby: Ammunition! By 1912 there were two stores open for business: one by John A. Bannings Jr., on Paseo del Oro Road near present day Interstate 15; and another by Charles Fenton on Crescent Avenue just outside town limits; both sold rounds of centerfire ammo at very low prices to anyone who wanted it – even women! Despite this new source of revenue (and occasional lawlessness),banNING continued to thrive through prohibition until 1922 when it joined Alcoholic Beverage Control District No 1 effective January 1st following passage by Congress Of An act entitled "An Act To Prohibit Manufacture And Sale Of Firearm Ammunition Without License." This ban not only eliminated all legal opportunities for residents to purchase ammunition but also made it much more difficult for individuals who did have licenses to do so because there was no longer any way for them to get around the regulations set out in law!

In 1928-29, the banishing effect died down somewhat as some farmers returned to their old ways but others moved away entirely because they could not find suitable replacement farmland closer to home The final decline came about due to various factors including: high inflation rates that made farming more difficult; agriculture becoming less important due to advances such as irrigation systems and synthetic fertilizers; environmental changes such as intense firefighting efforts during World War II which destroyed most agricultural acreage; and finally Social Security Administration policies that stopped paying workers who lived too close to cities where benefits were available
