Baldwin Park is located on the southern edge of San Bernardino and it is bordered to the north by Redlands and to the east by Ontario. Baldwin Park was founded in 1892 as a small town on the edge of Desert Hot Springs National Monument. In 1904, Baldwin Park became part of the new City of Riverside. In 1916, Riverside merged with other cities in San Bernardino County to form the city of San Bernardino. The city's first mayor was Waddell Brownlow Dodge. In 1920, Baldwin Park annexed parts of neighboring Ontario and Redlands municipalities; these two annexations were later revoked because they did not meet certain conditions set forth by City Councilmember John Prentice (D). In 1924, an amendment to charter section 8-3 granted voting rights to African Americans in Baldwin Park; this amendment was repealed five years later when municipal officials decided that black residents would not benefit from being able to vote without penalty or discrimination. As a result, many African American residents relocated or left Baldwin Park during this time period as a result of segregation laws which had been instituted in most American cities at that time. In 1952, Municipal Code § 15-101 provided for limited public housing development within city limits; this ordinance established what is now known as "The Housing Authority". That same year saw the opening of Eaton Street Elementary School which served as both community center and school for low income students until its closing in 1979 due to budget cuts made by then Mayor Dick Thornburgh (R).
