On November 6, 1912, the town was re-established as a village with a population of 10 people. On May 12, 1951 it became an incorporated town with a population of 55 people. On January 1, 1957 the boundaries of San Bernardino County were expanded to include part of Baldwin Park and the annexed communities of Agua Dulce and Sunland Village. In October 2003 voters approved Measure J which would provide $10 million to improve public transportation in the area including expanding bus service to downtown Baldwin Park from Sunrise Valley Boulevard to Willowbrook Avenue and increasing funding for other transportation projects such as streetlights and bike lanes throughout the community

It is named after James K. Polk, who served as the 28th President of the United States from 1848 to 1853 and as a member of Congress from Florida. Baldwin Park is located on the border of Pasadena and Beverly Hills. The town was annexed by Beverly Hills in 1957, but retains its own government and local economy separate from that of Beverly Hills. In addition to its namesake city park, Baldwin Park contains several smaller parks including Hacienda Heights Park (named for an early settler), Midway Boulevard which borders the city of West Hollywood on one side and Los Feliz on the other side, various churches, a post office building with an attached library/gallery complex called George Eastman House (now known as CinemarkHQ), two elementary schools (Homeschooling School District #1-4) as well as two high schools: Baldwin Polytechnic High School (#1) and Henry Murchison Jr./High school #2
