Bridges would become one of the most influential leaders in postwar Bakersfield history serving as mayor for nearly fifty years until his death in 1984. During Reconstruction following reconstruction era in America following Civil War many African Americans were brought into white households through free labor programs known as "the Great Migration". This period saw large numbers of black people move westward across North America fleeing poverty and racism back east where they found opportunities for education and economic advancement outside their homes state or country Many black families living in Northern California decided to migrate to what is now known as Southern California during this time period because exit visas were available for those arriving from Mexico (which at that time was under American control) In addition many white families who had been living along Railroad Avenue south of downtown started moving out into residential areas near campus entrances starting around 1935 when access to quality housing became available As more students moved into downtown Bakersfield limits defense spending helped drive up real estate prices making it increasingly difficult for small businesses owners or residentsnear Railway Avenue south end now faced competition from high end apartments built by professors at nearby UC Berkeley
